SECTION 7: RULES OF ENGAGEMENT & KILL REQUESTS (K.R)
Faction wars are some of the most intense and storyline-defining events in ImpulseRP. Because they can impact entire groups, alliances, and long-term narratives, strict Rules of Engagement (ROE) and Kill Request (K.R) procedures are in place. These ensure conflicts remain fair, immersive, and story-driven rather than chaotic or grief-oriented.
7.1 – Faction Conflicts
A faction conflict begins when two or more organized groups engage in hostile actions toward each other. This hostility can start small — like disrespectful tagging — and gradually evolve into major shootouts or full-scale wars. The expectation is that every stage of escalation feels natural and justified.
Stages of Conflict Escalation
Conflicts should progress through four major stages:
1. Non-Violent Provocations
Examples: graffiti on rival turf, disrespectful public comments, minor trespassing.
Purpose: signals brewing tension without triggering immediate violence.
Rule: These provocations shouldn’t lead straight to shootouts — they’re intended to set the tone and create RP buildup.
2. Escalating Tensions
Examples: repeated threats, stalking rivals, stealing low-value items.
Purpose: tensions rise and both factions begin preparing for possible retaliation.
Rule: Still not time for heavy combat; this stage should generate fear, tension, and storyline, not instant deathmatching.
3. Direct Confrontations
Examples: fistfights, armed intimidation, small robberies, or targeted assaults.
Purpose: tensions boil over into physical altercations but still allow for retaliation escalation rather than all-out war.
4. Full-Scale Conflict (Faction War)
Examples: coordinated shootouts, kidnappings, ambushes, organized hits.
Purpose: represents the highest level of faction hostility and usually coincides with Player Kill (P.K) or Character Kill (C.K) authorizations and staff oversight.
Conflict Boundaries
Respect Civilian RP: Do not drag uninvolved civilians into faction beef.
Conflict Logging: Every interaction (provocation, escalation, confrontation) must be logged in your faction thread with screenshots or clips.
Organic Growth: Skipping stages (e.g., tagging turf → instant shootout) will result in staff intervention or strikes.
7.2 – Kill Types: P.K vs. C.K
Understanding the difference between Player Kills (P.K) and Character Kills (C.K) is crucial:
Player Kill (P.K)
Definition: A P.K temporarily removes your character from the ongoing conflict but does not permanently kill them.
Restrictions:
After being P.K’d, you cannot return to the fight or use another character to stay involved.
You may still exist in the city, but must avoid any further attacking interactions with the rival faction.
Requirements:
Must be fully recorded (clip must include lead-up, RP initiation, and execution).
Must follow all RP rules (no rule breaks, unrealistic kills, or random deaths).
Void Exceptions:
P.Ks cannot be voided unless staff explicitly approves due to clear rule violations (e.g., RDM during the kill).
Character Kill (C.K)
Definition: A C.K is a permanent death — your character is removed from the storyline entirely.
Approval Required:
All C.Ks must be requested and approved through the Kill Request (K.R) system.
Requirements:
Must have valid IC justification (e.g., betrayal, murder of faction leadership, repeated high-level conflict).
Must have substantial RP build-up (minimum 8 significant hostile interactions beyond verbal threats).
Must document all escalation (screenshots, logs, video evidence).
The target must be fully incapacitated (“flat backed”) when executed.
Special Cases:
If a rival faction disrespects dead members, this may count toward justification.
Law enforcement may be subject to C.Ks if directly involved in faction wars.
7.3 – Kill Request (K.R) Procedure
A Kill Request is the formal process factions must follow to seek approval for a Character Kill (C.K).
Step-by-Step Process
Submit K.R Ticket:
Use the official Faction ticket system in Discord.
Include: reason for kill, target info, supporting evidence (logs/screenshots).
Provide Build-Up Evidence:
Show minimum eight hostile interactions building to the kill (e.g., robberies, shootouts, kidnappings).
Must demonstrate a clear storyline leading to the kill — not just random attacks.
Wait for Approval:
Faction Management reviews justification, timeline, and RP quality.
Only after approval can the kill be attempted.
Execution Requirements:
Must be fully documented (video of entire event).
Target must be incapacitated (no mid-fight executions).
Must follow all ROE and server rules during the kill.
7.4 – Rules of Engagement (ROE)
These are the combat-specific rules that govern faction conflicts and wars:
Escalation & Justification
Factions must always escalate gradually — you cannot go from insults to full-blown warfare in one day.
Guns should only come into play after proper escalation. Example:
If your members are repeatedly attacked with melee weapons, firearms may become justified after several incidents.
Combat Conduct
High Ground Shooting: Prohibited unless realistically defensible (e.g., rooftops with accessible ladders/stairs).
3-Point Shooting Rule: Shooting from across the street into rival territory counts as valid — but excessive distance sniping will be voided.
Pinpoint Rule: Street gang factions must properly identify enemies (“What set you claim?”) before opening fire.
No Double Attacks: Do not hit a rival faction back-to-back without giving them time to recover or respond (e.g., ambushing twice in the same day).
Frequency Limit
After four major shootings between two factions in seven days (2 attacks, 2 defenses), Faction Management must review before allowing escalation to continue.
Any further conflicts without review will result in administrative penalties or forced cooldown.
C.K War Rules
Once a C.K War is approved, all kills become permanent (characters must be deleted).
This applies to both illegal factions and law enforcement actively engaged in the war.
All hostile actions must be logged for review (clips, screenshots, summaries).
Behavioral Standards
Injuries must be roleplayed realistically — no instant recovery.
Avoid random harassment of uninvolved civilians.
Creative RP (music disses, graffiti, staged events) is encouraged — but must still follow escalation and ROE.
Severe Violations
Breaking ROE (e.g., skipping escalation, mass RDM, unrealistic tactics) can lead to:
Immediate faction strikes
Suspension of war rights
Faction disbandment or permanent bans for leadership/members
7.5 – Summary
Conflicts must feel earned — not forced or random.
P.K removes you from the fight; C.K removes you from the server’s storyline.
Kill Requests (K.R) are mandatory for permanent deaths.
All actions must be documented and follow escalation stages.
Breaking ROE can end your faction’s status.
